TECHNICAL SURVEILLANCE COUNTER MEASURES
Purpose: To conduct physical and electronic search for phone taps, and other listening and video devices that may be covertly installed in your premises.

The ETA-1 Telephone Analyzer assists in evaluating telephone instruments and the connecting cables as to whether or not eavesdropping attacks are present. Eavesdropping involving the telephone system is done for two reasons: (1) the interception of telephone calls and (2) the gathering of room conversation by bringing it out of the area on the telephone wiring. Interception of phone communications can be done in various ways, including some sophisticated types of attacks, which cannot be detected with any type of test equipment, even Telephone Company Central Office tests or other types of testing. Due to the method of running the wiring between modern office buildings and the telephone central office, the possibility of someone attacking an underground or aerial cable is very remote since the cable system is sealed and opening the cable offers substantial difficulties to the attacker. Therefore, our concern will be mainly restricted to problems within the building. The ETA-1 will detect most unsophisticated eavesdropping devices on the outside lines.



The DAR Discriminated Audio Receiver is used to detect eavesdropping transmitters, wither radio frequency or carrier current. Since it is a wideband receiver, it must be used in the area that the suspected transmitter is in. A handheld antenna is used to "sweep" the walls and ceiling areas for signals. All signals present in the room, both legitimate broadcasts and eavesdropping transmissions will be heard, all at the same time. A sound source, built into the DAR-1, provides a recognizable audio signal that is picked up by transmitters. Special filters in the receiver allow the user to easily discriminate between eavesdropping devices and legitimate broadcasts due to this sound source.



The SCD-5 Current Carrier Detector tests for intercom type listening devices plugged into and transmitting on the 110vac wiring. These units can carry the audio signal outside of the premises.



The IFR Spectrum Analyzer views the frequency band and provides a visual analysis and frequency of RF signals detected in the premises. Very helpful in finding "Snuggler" devices tuned next to strong regular broadcast radio stations.
